100% CUP Usage but Low Demand by Processes

Hope that you can suggest a cause and a solution.

According to System Explorer, the CPU usage is 100% and the response of the computer suggests that there is a heavy load. But Process show there a few programs running with none taking up more than 10% and a total less than 25%.

What does this mean. Shouldn't the sum of the processes approximately equal the total load on the CPU?

Processor is used by processed and drivers. Processor time used by drivers can be the missing part of your overal CPU usage. You can try to use ProcessExplorer from SysInternals. ProcessExplorer shows more informations about this.
